Nhân dịp đầu xuân năm 2022, Ngài Saud Al Suwelim,  Đại sứ Đặc mệnh toàn quyền Vương quốc Saudi Arabia tại Việt Nam đã đến thăm và làm việc với Viện Nghiên cứu Châu Phi và Trung Đông vào ngày 16/02/2022 tại trụ sở 176 Thái Hà, Đống Đa, Hà Nội. Tiếp Ngài Đại sứ Saudi Al Suwelim về phía Viện Nghiên cứu Châu Phi và Trung Đông có PGS.TS. Lê Phước Minh, Viện trưởng; TS. Kiều Thanh Nga, Phó Viện trưởng; TS. Trần Thùy Phương, Trưởng phòng Nghiên cứu Kinh tế - Chính trị;  TS. Đinh Công Hoàng, Trưởng phòng Nghiên cứu Hợp tác Phát triển; ThS. Phạm Kim Huế, Phó Trưởng Phòng Quản lý khoa học và Hợp tác quốc tế và một số viên chức khác của Viện.

On the occasion of Spring 2022, H.E.Mr. Saud Al Suwelim, Ambassador  Extraordinary and Plenipotentiary of the Kingdom of Saudi Arabia to Vietnam paid the visit and worked with the Institute for Africa and Middle East Studies (IAMES) on February 16^th 2022 in IAMES’s head office, 176 Thai Ha, Dong Da, Hanoi. IAMES has the great honor to warmly welcome His Excellency with all participance of Prof. Dr. Le Phuoc Minh, Director General; Dr. Kieu Thanh Nga, Deputy Directo; Dr. Tran Thuy Phuong, Head of Economy and Politics Studies Department; Dr. Dinh Cong Hoang, Head of Cooperation Development Studies Department; MA. Pham Kim Hue, Deputy Head of Scientific Management and International Cooperation Department and other staffs.

Saudi Arabia có diện tích rộng 2.149.690km2, là quốc gia lớn nhất Bán đảo Arab, chiếm tới ¾ tổng diện tích Bán đảo Arab, lớn thứ  13 trên thế giới và lớn gần gấp 7 lần so với diện tích của Việt Nam. Saudi Arabi có hai mặt giáp biển, phía Đông giáp với Vịnh Ba Tư, phía Tây giáp với Hồng Hải (Biển Đỏ) và Vịnh Aqaba. Saudi Arabia là quốc gia giàu có về tài nguyên thiên nhiên dầu mỏ với trữ lượng lớn nhất thế giới, chiếm tới 20%. Chỉ riêng doanh thu của Tập đoàn dầu mỏ Aramco của Saudi Arabia năm 2018 đạt 111 tỷ USD. Đây là nơi khai sinh ra Đạo Hồi với hai thánh địa Hồi giáo linh thiêng nhất thế giới là Mecca và Medina. Hiện nay, dân số của quốc gia Trung Đông này khoảng 55 triệu người, trong đó hầu hết người bản xứ Saudi là tín đồ Hồi giáo dòng Sunni, chiếm tới 84% tổng dân số. Vị trí địa lý thuận lợi cũng như một số tiềm năng, thế mạnh tạo cho Saudi Arabia vị thế địa chính trị quan trọng trong khu vực và trên thế giới.

Saudi Arabia và Việt Nam chính thức thiết lập quan hệ ngoại giao vào ngày 21/10/1999. Và vào tháng 4/2007, Việt Nam mở đại sứ quán tại Riyadh và vào tháng 12/2008, Saudi Arabia mở đại sứ quán tại Hà Nội. Kể từ đó, quan hệ hợp tác giữa Saudi Arabia và Việt Nam không ngừng phát triển tốt đẹp. Hiện nay, Saudi Arabia là một trong 5 đối tác thương mại quan trọng hàng đầu của Việt Nam tại khu vực Trung Đông bên cạnh UAE, Thổ Nhĩ Kỳ, Kuwait và Israel. Theo Ngài Đại sứ Saud Al Suwelim, Saudi Arabia và Việt Nam đã ký nhiều hiệp định hợp tác quan trọng như: Hiệp định khung hợp tác kinh tế Thương mại Đầu tư và Kỹ thuật; Hiệp định tránh đánh thuế hai lần; Hiệp định hợp tác về nông nghiệp, chăn nuôi và đánh cá; Nghị định thư hợp tác trong lĩnh vực dầu mỏ, khí đốt và khoáng sản; Hiệp định Ngoại giao… và sắp tới sẽ tiến hành ký Hiệp định vận tải hàng không và giáo dục (Saudi Arabia cung cấp 32 suất học bổng cho sinh viên Việt Nam sang học tập tại quốc gia này song con số thực tế hiện nay mới chỉ 3-4 sinh viên, chưa đạt được mục tiêu).  Đây là những tiền đề pháp lý quan trọng góp phần thúc đẩy hợp tác giữa hai nước. Saudi Arabia và Việt Nam cũng thường xuyên tổ chức tham vấn chính trị giữa hai nước, và gần đây nhất vào tháng 6/2021 do dịch bệnh Covid-19, hai bên đã tổ chức thành công kỳ họp trực tuyến của Ủy ban Hỗn hợp lần thứ 4. Cũng theo Ngài Đại sứ, Saudi Arabia mong muốn phát triển quan hệ hợp tác với Việt Nam trên tất cả các lĩnh vực. Đặc biệt trong thời gian tới tình hình dịch bệnh Covid-19 được kiểm soát, với tài nguyên văn hóa đồ sộ, nhiều di sản văn hóa được UNESCO công nhận, Saudi Arabia sẽ đẩy mạnh phát triển du lịch – một ngành kinh tế chủ chốt trong chiến lược chuyển đổi kinh tế ít phụ thuộc vào dầu mỏ, tầm nhìn 2050 của quốc gia này. Chính vì vậy, Saudi Arabi mong muốn đẩy mạnh hợp tác văn hóa – du lịch với Việt Nam, không chỉ tạo điều kiện cho các du khách, người Việt Nam đến Saudi Arabia và ngược lại doanh nhân, du khách Saudi Arabi cũng sẽ có cơ hội đến Việt Nam nhiều hơn. Ngài Đại sứ cho biết ông sẵn sàng là đại sứ kết nối thúc đẩy hợp tác giữa Saudi Arabia và Việt Nam.

Với những trao đổi và thiện chí của Đại sứ Saud Al Suwelim, Viện nghiên cứu Châu Phi và Trung Đông hy vọng trong thời gian tới Viện sẽ nhận được nhiều sự quan tâm giúp đỡ và hỗ trợ của Ngài Đại sứ nói riêng và Đại sứ quán Saudi Arabia tại Việt Nam để thúc đẩy công tác nghiên cứu về Saudi Arabia, học tiếng Arab, đặc biệt công tác nghiên cứu, tư vấn và phát triển Halal tại Việt Nam. Bởi Saudi Arabia là quốc gia có vị thế và tiếng nói rất quan trọng trong thế giới Arab, có trụ sở chính của Tổ chức Hợp tác Hồi giáo (OIC) đặt tại Jehhad – trung tâm đô thị lớn thứ hai sau thủ đô Riyadh, với Chiến lược chuyển đổi nền kinh tế tầm nhìn 2050 và Chính sách Hướng Đông, nên Viện Nghiên cứu Châu Phi và Trung Đông mong muốn Ngài Đại sứ và Đại sứ quán ủng hộ và giúp đỡ kết nối với các tổ chức, quỹ và đối tác của Saudi Arabia để Viện Nghiên cứu Châu Phi và Trung Đông phát triển Trung tâm Xuất sắc về Halal (Halal Center of Excellent) của Viện thành đơn vị nghiên cứu, tư vấn và phát triển ngành Halal có uy tín hàng đầu tại Việt Nam. Chắc chắn, đây sẽ là hợp tác thiết thực và hiệu quả góp phần thúc đẩy quan hệ hợp tác giữa Việt Nam với Saudi Arabia lên tầm cao mới vì sự phát triển bền vững và thịnh vượng của hai quốc gia.

Saudi Arabia has the large area of 2,149,690km², is the largest nation in the Arab’s peninsula, accounting for ¾ of total its area, ranking 13^th in the world and larger nearly 7 times than Vietnamese area. Saudi Arabia has two fronts of seas which are Persian Gulf in the Eastern side and Red Sea and Aqaba in the Western side. Saudi Arabia is the rich nation with natural resource with the biggest oil resever in the world, accounting for 20%. Only revenue of Saudi Arabian Aramco Corporation achieved 111billion US in 2018. It’s the homeland of Islamic religion with the two holiest places in the world including Mecca and Medina. Its current population is about 55 million people, of which most of original Saudi ones are Sunni, accounting for 84% of its total population. The favorable geographical position as well as a number of potentials and strengths make Saudi Arabia the important geopolitical position in the region and in the world.

Saudi Arabia and Vietnam officially set up their diplomatic relation on October 21^st 1999. An then, in April 2007, Vietnam opened its embassy in Riyadh and in December 2008, Saudi Arabia also opened its one in Hanoi. Since then, the cooperative relation between Saudi Arabia and Vietnam has been well developted. Recently, Saudi Arabia is one of the leading trade partners of Vietnam in the Middle East consisting of UAE, Turkey, Kuwait and Israel. According to H.E.Mr. Saud Al Suwelim, Saudi Arabia and Vietnam has signed a lot of important cooperation agreements such as:  Agreement on Economic Cooperation, Trade, Investment and Technology; Agreement to avoid double taxation; Agreement on cooperation on agriculture, animal husbandry and fishing; Protocol on cooperation in the fields of oil, gas and minerals; Diplomatic Agreement and will plan to sign Agreements on airline transport and education in coming time (Saudi Arabia provided 32 scholarships for Vietnamese studies to study in Saudi Arabia, however, the real number was only 3-4 students without gaining its goal). These are seen as the important legal basis in contribution to promoting the bilateral cooperation. Saudi Arabia and Vietnam frequently set up the political consultations among two countries, and recently in June 2021 because of the pandemic of Covid-19, two nations held up successfully online meeting of the 4^th Joint Committee. Additionally, His Excellency said that Saudi Arabia wished to develop its cooperation relation with Vietnam in all fields. For sample, in the coming time when the pandemic of Covid-19 will be controlled, thanks to the huge cultural resource with many cultrural heritages recognized by UNESCO, Saudi Arabia will promote its tourism which is the key economic sector in Saudi Arabian Strategy of Oil-Less Dependent Economic Transition, Vision 2050. That’s why, Saudi Arabia wish to promote  cultural and tourism cooperation with Vietnam that makes favorable condition for Vietnamese tourists to visit Saudi Arabia and in constract, more and more Saudi Arabian businessmen and tourists have chances to come to Vietnam. His Excellency  confiremed that he is ready to become an ambassador of connection to develop cooperation between Saudi Arabia and Vietnam.

Through the exchange and goodwill of H.E.Mr. Saud Al Suwelim, Institute for Africa and Middle East Studies hopes that in the coming time, IAMES will receive the closer assistance and support of His Excellency in particular and the Embassy of the Kingdom of Saudi Arabia in Vietnam in general to develop studies on Saudi Arabia, Arab language learning, especially researching, consulting and developing Halal industry in Vietanm. Because it’s acknowledged that Saudi Arabia is the nation which has the absolutely significant position and voice in the Arab world, locate the head-quarter of the Organization of Islamic Cooperation (OIC) in Jehhad which is the second biggest municipal center after the capital of Riyadh, has implemented the Strategy of Economic Transition, Vision 2050 and the “East Look” Policy, therefore, Institute for Africa and Middle East Studies expects His Excellency and the Embassy with their supports to help to connect with Saudi Arabian organizations, funds and partners in order to develop IAMES’s Halal Center of Excellent as an outstanding one-stop center for studying, consulting and promoting Halal industry in Vietnam. It’s totally believed that this will be a practical and efficient cooperation in contribution to boosting up further and further the cooperative relation between Vietnam and Saudi Arabia for the sustainable development and prosperity of both nations.
